Delivers New, Open Architecture SCADA Traffic Control
System to Virginia Tunnel Facility
State-of-the-Art
System Provides Easy Upgrades, Low Cost Solution

21, 1999, Ft. Lauderdale, FL -- MODCOMP, Inc., a subsidiary
of CSP Inc. (NASDAQ: CSPI), has delivered a new traffic
control system to the Virginia Department of Transportation's
(VDOT) Hampton Roads Bridge/Tunnel facility. MODCOMP
provided professional services to integrate, install,
test and deploy the new Supervisory Control and Data
Acquisition (SCADA) traffic control system that controls
approximately eleven miles of Interstate 64 through
the Tidewater area. Parallel operation of the new
and the existing systems allowed continuous operation,
bypassing any extended downtime. Cost of the new system
was under $900,000.
The
new traffic control system monitors traffic flow;
detects, reports, and responds to traffic emergencies.
A new graphical interface (GUI) replaces a push button
console style operator interface and allows all traffic
control devices to be monitored and controlled. Operators
can quickly respond to emergency situations by accessing
a menu of traffic control plans. The system automatically
responds to emergencies, and operators can control
variable message signs and signals and obtain various
status reports.
The
state-of-the-art system, operating in a distributed
network architecture and supporting multiple modes
of operation, replaced a minicomputer control system.
Commercial-off-the-shelf (COTS) enabler software products
were used for the SCADA portion of the project. For
enhanced reliability, a new map board containing all
solid state indicators was installed in the control
room. The new system interfaces with existing legacy
signal controllers via custom intelligent modems developed
by MODCOMP.
Delivery
of the new system was on time and on budget with no
cost overruns because of a close working relationship
between MODCOMP and VDOT engineers. "This business
relationship permitted technical issues to be addressed
and solved quickly, keeping the project moving forward.
We had the same goal in mind -- a state-of-the-art
system. Working together, that's exactly what we achieved,"
according to Morris Pearson, VDOT project manager.
MODCOMP's
use of COTS products was another factor in producing
the system on time and on budget. "When we started
the project, we decided not to write software that
we could purchase. For modules that we had to build,
we used industry standard tools and techniques," stated
Frank Roark, MODCOMP's project engineer.
